Fee Equality for Harbor Mooing Fees for Residents VS. Non Residents

I am a member of the American Yacht Club in Newburyport Ma.We moor boats in Newburyport and Salisbury Ma.in the Merrimac River a Federal Waterway. We have been notified by The Town of Salisbury that our mooring fees are being increased significantly,but that the fees for residents of Salisbury the fees are not to be increased.I have been under the impression that a similar case has been litigated in MA. ending with a determination that in federal waters there can be no disparity in fees between residents and non residents.Any information or advice would be helpful.Another interesting fact is that members of our club who also happen to be residents of Salisbury are being assed the higher fee.Thank you for your assistance.
