can a landlord evict an elderly person if they believe they are no longer able to take care of themselves?

As long as the tenant is paying rent is not posing a risk to the property or a nuisance to others or the property, you cannot evict them.

If a landlord is concerned that a tenant is no longer capable of taking care of themselves, the Landlord can contact relatives if he knows how to do so or should contact the local health dept or dept of social services and express concern about the tenant's ability to take care of themselves and ask that they investigate the matter.

I believe that Mr. Roth's answer depends on the existence of a lease for a certain period, i.e., one year. In the event that there is no written lease, then the tenancy can likely be terminated with at least one rental period and not less than 30 days notice.
