Allowable withholdings from last paycheck

We have an employee who we just found out has been handing in unpaid receipts with his travel expenses and I have been paying them, assuming them to be reimbursements. To make a long story short, as of last night he owes the hotel around $700.

My question is, if and when he may get fired/terminate, is it legal for the company to withhold any moneys owed (such as hotel reimbursement which really turned into a travel advance) from his last paycheck?
