Stolen flag of my deceased father

My fathers goverment issued American Flag was stolen. Is this a federal crime? I want to file charges in a court of law. What court do I need to file it at?

First report it to the local police department who will need to investigate it to determine, if possible, the name of the perpetrator so charges may be filed in the appropriate state district court, either by the police or by yourself at their direction.
