Injured by another patron at a bar - is the owner liable?

A friend was injured at this bar when another patron, in the process of getting up from his barstool, recklessly threw it backwards and knocked my friend over, causing him to fall and hit his head on the floor. The owner of the bar called an ambulance and he was taken to the hospital to be examined.

Since he doesn't have insurance, he is trying to get the owner of the bar to pay his hospital bill since the fall happened in his bar. The owner will not cooperate and has failed to return any phone calls. Who is liable in this case, if anybody? Is it the person who threw back the chair, or the owner? Are they both liable? How should my friend proceed to get a response out of the owner?

Both are liable. A lawyer should be retained on a contingent fee basis.
