Legal Question in Personal Injury in Massachusetts

Slipped on Ice on a Boston Main Street

My dad slipped on the ice on a Main Street in the city of Boston, near a Fast Food restaurant, not immediately to the restaurants doors, there is also a bus stop in the same sidewalk. Due to the fall he broke his ankle. Is anyone liable for his injury?

There are possible avenues to seek. The first appears that it could have been city property he slipped on, so you would have to try and collect under the Ma. Tort Claims Act.
