Legal Question in Social Security Law in Massachusetts

i am asking this question for my sister in law because she doesnt know what to do .her son got approved for ssi but it took over two years and they are giving her a hard time giving her the money because it is a large sum of money so my question is this how long should she wait or what can she do to get the money the she is due for her son .is getting a lawyer the way to go .i wouldnt want her to give up 30 percent of the money just for making a few phone calls .she is getting the monthly stippend but wont pay her the back money .so please help me help her so she knows what she can do and what her recourse is
