Legal Question in Tax Law in Massachusetts

When a landlord company fails to provide their hundreds of tenants with a 1099 and fails to pay them the interest on the security deposit each year for 6 years and continues to do so; what does this fall under? Tax fraud?

I don't know whether it is tax fraud, but it may be a violation of the security deposit law.
