Ticket via mail?

My wife recently received a ticket in the mail for a

supposed stop sign violation. She was never pulled

over, and has no idea why she has received this. Can

an officer simply mail a ticket without pulling you over?

Are undercover officers or off duty police allowed to do

this? We have never heard of such a thing as getting a

ticket (other than a parking ticket) without being pulled

over.

You should appeal the ticket if you have no idea what it is about. Oftentimes, they will mail tickets without stopping the individuals if they could not stop the individual or if they were still investigating the issue.
