Legal Question in Workers Comp in Massachusetts

My husband suffered a back injury, 31/2 years ago and was on workmans comp. He did pt, and had 2 cortisone shots over a period of a year, with little help. The problem is, he suffered a heart attack 2 years ago, and has been getting himself healthy after that, and put aside his back pain(as much as possible) since. Now that he is healthier, his back pain is still severe, and he wants to renew his treatment. Does he have the right to do so? We have tried to contact the insurance company, but they give us no response, they say too much time has elapsed. We were under the impression workers cases never ''close''. What rights if any do we have? Thanks
