can a divorce be granted if both people sign power of attorney to mexican lawyers and do not appear in court?

Yes, a divorce can be granted in Mexico. The problem is that may not be considered valid in the U.S. To grant a divorce, a state or nation must have jurisdiction over the parties, and if they don't live there, then there is no jurisdiction.
