my mom received a summons, she had her car repossed and can't pay the unpaid bal.. she only receives ss, can they garnish her ss for the unpaid bal?

Probably not. If the creditor attempts to garnish this, she will receive a notice from the bank that receives her SS deposits. Have your mother file an objection to the garnishment at the local court, the address will be on the notice. She needs to tell the judge that her only income is SS, and this is exempt from garnishment. If she has any other assets, the creditor may attach those assets instead.
