Legal Question in Discrimination Law in Michigan

Discrimination - student rights

My son is a high school athlete who violated his high school code of conduct and has had his senior year of sports taken from him. The code of conduct is written very vaguely, particularly when dealing with a first offense, and allows the student the opportunity to appeal. The school has a history of dealing leniently in situations where student's individual behavior and record has warranted this. In my son's case, the school administration is denying him his right to proceed thru the appeal process but cannot give us a legitimate reason for this denial.

Many adminstrators, parents and school board officials feel that the code of conduct is written in a way that allows the school to discriminate in cases like this. They have tried to have the rules re-written but have not been successful. What steps should I take to ensure that my son is given his right to be heard?
