Surcharge - statute of limitation

I have recently tried to renew my license and found that the state of New Jersey has contacted some federal agency which has inturn blocked me from renewing my CDL license.This (I just now learned)is due to a unpaid surcharge from a DUI 16 years ago in the state on New Jersy.They have also tacked on 1500.00 dollars worth of interest.Is this legal and do I have any recoarse other than to pay this surcharge partially or in full?Is there a time limitation? I have aperfect driving record and have not had a problem with any type of license until now.
