Legal Question in Family Law in Michigan

Back Child Support

My son made payments to the mother of his daughter by writing her checks, this was not recorded by the Court and now they believe that he is behind on his support. The IRS then took his tax refund to go towards this obligation. Does the mother get in trouble for not reporting these payments to the Court?
