children's step mother abusive? when can child choose parent to live with?

A friend is divorced from her husband and has two children who share custody with her ex. The children do not like going to their father's house for visitations because the step mother puts their dirty plate from the meal the previous night on their pillow and they have to scrub off the dried on food before going to bed at night. Is this considered abuse and grounds to seek termination of forced parental visitation? The children are told that they will be punished if they tell their other parent of anything that goes on in the household, so they feel they are at risk to tell of these abusive situations. What can be done to help them?
