Gardianship of a nonrelated person

What is the chance of a sixteen year old being able to choose to live with a nonrelative since her mother is deceased? She is with her uncle now and it is not working out. Her mother was single and her biological father did not fight for custody. She is also considering emancipation. What are the odds as long as she has a stable home she can live in?
