mother moving out of state with child without permission from father

i was wondering if my sons mother could move out of state with him 1400 miles away with out my permission

Likely no, unless there is an order or judgment in place providing her permission to relocate that far away without his permission. The mother would have to obtain the court's permission to make this move, and the father could object if he wanted to. Or, if the mother has already moved, the father would have to petition to have the child returned.
