Can a "consent Judgement" (both parties accepting Case Evaluators decision) be appealed -or- amended to include a timetable for payment or a payment plan included in the actual judgement.

No, a Judgment is a Judgment. The parties can agree on a payment plan for that Judgment or the Plaintiff can take action to collect on the Judgment. You should seek more detailed info from an AVVO 10.0 rated attorney on the subject.
