court order regarding installment payments

a consent order was excepted by the court for me to pay the plaintiff $12,446.18. then a motion for installment payments was granted and I was ordered to pay $250.00 a month until paid in full. I have made five payments to date totaling $1250.00. the plaintiff's statement shows todays balance is $12,190.20 and they have only deducted $255.90 from the original amount. the plaintiff's attorney said they are allowed to charge 13% interest. my question is: can the plaintiff charge more than the judgement amount?
