Can a department store disclose what you buy from them to a university?

I'm not sure in what context you are asking this, or why a store would need to disclose that information. Without knowing the exact facts, I would say yes. A customer's purchases at a store are not confidential, unless it has to do with prescriptions, other medical information, etc. Clothing or food purchases aren't confidential unless the store specifically states they are confidential. All these stores that have "member reward" cards use them to track consumer purchases and spending habits for marketing companies. So whether you know it or not, you are being tracked. Obviously disclosing credit card or other personal information is illegal, and is a separate issue than what you're asking.
