Visa Waiver Program Restrictions

My significant other has been visiting me from England. He is currently on the visa waiver program. He has never violated the visa waiver agreement. He is leaving soon(as to prevent any violation) but would like to return as soon as possible. Is there a restriction on how many times he can enter the US on the visa waiver program?

The issue with the visa waiver is that regardless of how often he enters the U.S. if he remains here more than six months in one year while not consecutive he will be viewed as attempting to immigrate here and he will not be allowed to enter.
