Legal Question in Medical Malpractice in Michigan

Is it legal for a medical facility to hold your driver's license and other personals until you pay their initial fee? A classmate went to the hospital displaying 4 out of 6 symptoms of a heart attack and afterwards (due to no insurance) they would not give her license back until she payed 250 of a $2,XXX bill.
