water shut off

rec'd letter from city stating if they do not have access to our water meter they will shut our water off. they are updating their water meter system and need to see our meter in our garage. if they do not hear from us within 10 days, they have threatened to turn off our water. can they do that? they're hours are 7am-3pm. We have started new jobs and cannot take time off. don't have anyone who can let them in.

Leave the garage door open, and lock the doors to the interior of the house if the garage is attached. Why are you making this difficult? Is there another issue that you did not mention?
