My 16 year old daughter is attending a university this fall under the Minnesota PSEO program - a program that allows high school students to obtain college credits during last 2 years of high school. The state pays tuition. She will be living on campus in a dorm room during the school year. Parents are paying room & board. Can I apply my child support payments towards her college room and board instead of paying my ex-spouse?

No. You cannot apply child support to anything other than simply paying the other parent UNLESS there is some agreement to the contrary that is ratified by the court as a court order.
