Is there a law for a Parent that leaves a 3 year old by there self in there house and say goes shopping and comes back in 30 minutes.

A three year old left alone would undoubtedly be child endangerment and would necessarily involve Social Services and, likely a CHPS petition in District Court based on child neglect.
