Performance pay.

I am a sales person that has sales goals set by the company. If I don't achieve these goals I do not receive bonus pay, and in some cases can lose my job. I am not on straight commission. If I take a day off, my sales goals are adjusted to show that I didn't work that day.

Recently my company has been having major computer systems issues, and when this happens, I am unable to perform my job as I normally would. For example, last week I had nearly 7 hours out of 40 that I could not sell, but my supervisor said I would be required to be responsible for that time. Is this fair for the company to do this? or should they adjust the goals accordingly?

Is there a written contract or policy?

You contract binds both the company and you. If it is unfair you must renegotiate or walk.
