Legal Question in Constitutional Law in Mississippi

I live in Columbus,MS, and recently our city council passed an ordinance banning smoking in all public places. This includes all Government and Privately Owned business's. The only exception is any place that you must be at least 21 years old. Would this be decrimination? And is this constitional?

Right to smoke is not a right guaranteed by the United States Constitution. Yes, the state or municipality can make legisaltiion limiting the use of tobacco in state run facilities as will as private building.
