grand jury indictment procedure

My fiance was arrested Feb 28,2004 for Calif. parole violation-abscounding, possession, and manufacturing. He got an 8 month CA parole violation, which he has served while waiting for a grand jury indictment. He has been in jail for 280 days. Still no grand jury indictment handed down. His nephew was also charged with manufacturing and has already recieved a no bill warrant. My fiance is not even found in the circuit clerks computer. What steps do I take or who do I contact to get him out of jail. Calif. wont release the parole hold until MS is done with him. MS has 270 days to indict or release. I would sincerely appreciate any help you can give me as soon as possible.

The 270 day period begins from indictment, not from arrest. I trust that a bond was set for him or that, given his circumstances, he is not bondable. If he is done with all that California has over him, you need to hire an attorney who can file a motion to have him released, or your fiance can file the motion himself, but I recommend getting an attorney.
