neighbors dogs

I have a new neighbor that put up a terrible chain link fence then brought over his THREE dogs which apparently never stop barking. My 1 yr old loves animals so I am having a very hard time keeping him away from the fence. He has already been bit once in the 4 days they have been there. I can't go on my deck without the dogs running at me,clambering to get over the fence and barking their heads off. My husband and I can't even hold a converstion on our deck the dogs are so loud. Is there anything I can do, but just as important, is there anything I shouldn't do? I dont want to make enemies w/the new neighbors...but this is ridiculous. I can't enjoy my back yard any more.
