I have delinquent personal property taxes. I can't afford to pay the whole bill by the 30th of April. I would be wiling to make payment arangements. do I need a Lawyer to help me with this and if so what kind?

If you can't afford to pay the personal property tax how are you gooing to afford an attorney? Try talking with the collector of revenue to see whether they can work with you.
