Legal Question in Family Law in Missouri

My friend had a daughter with a woman who he was never married to. She acknowledges that he is the father, although no DNA test was ever performed. She doesn't want anything to do with my friend and likewise does not want him to see his daughter at all. He has tried to find them so that he can pursue visitation, but they live in Arkansas and every time he tracks them down, they move again and disappear. What legal recourse does he have to find and see his daughter?

If the child and mother reside in Arkansas, you should be asking arkansas attornies about your freinds' options. Perhaps if you repost under an Arkansas law heading, you might get a useful response.
