what are the laws on a child at 21 still living with parent and paying rent

Your question does not provide many facts, and asks a very broad question. I am going to assume that you are asking if there are different laws that apply to renters who are the landlord's child, versus a stranger. There is little if any different laws that protect enter of landlord based upon familial relationship, where there is a rental agreement. There could be some demostic abuse ordinances that would apply, and bringing and unlawful detainer or contract by practice case.
