loud music
my city refused to anything about loud music of neighbors a ordinance they pass but wont support what can i legally do

You may have a cause of action for nuisance. If they are in violation of the ordinance, and the city won't enforce it, you can perhaps privately enforce it. Talk to a lawyer about bringing a nuisance action.
