Legal Question in Real Estate Law in Missouri

Car title

I traded in a car to a dealership in St. Louis, MO 3 years ago. I just got a letter from the St. Louis City Police saying that the vehicle had been towed due to six unpaid parking violations. I called and the Police Department said that the VIN number of the car was still titled to me. What are the laws pertaining to the dealership having to title the car to them? Or do they just pass the title of the car along to the person they sell it to? What legal responsibilities do I have with the vehicle that I sold?

Show the prosecutor or the judge, the paperwork of the trade-in of the vehicle. This should take care of the parking tickets.
