Can a Community College take my Missouri tax refund without a court order?

While I am unaware of the specifics of your case, it seems unlikely. Your tax refund, in a general sense, is your property. Another entity must have some valid reason (backed up by law) to interfere with your property interest. Usually, this interest takes the form of a court's order or other legally enforceable agreement.
