Primary custodial parents rights

What are my rights (in the State of Nebraska) as the primary custodial parent in a joint/split custody situation? How do I go about making modifications on a decree that is now 8 years old?

You just need to file a petition for modification of custody. The likelihood of success depends on the facts and on whether there has been a material change in circumstances since the entry of the original decree.
