How to get a refund on an unfulfilled contract?

My daughter attended and paid alot (thousands of dollars) of money on a real estate program with many services to be provided. That has not been fulfilled and she has continued to try and correspond with them.. They will not return phone calls or e-mails. She has asked for a refund and like I said they will not reply to anything. Can she do anything? They will not give her any other names of those who took the program also. She lives in Nevada and the program was in Ohio and the main man lives in Florida. She does have all the names, addresses, phone numbers and e-mails. She will probably have to sue. She can get a judgment in Nevada and try to collect but may have to go to Ohio to collect. If they are a member of the BBB, she might file a complaint there. If they have a license with the real estate division of the state of Nevada, they might also have a complaint procedure. She might be also able to file a complaint with the state relating to education or schooling.
