Legal Question in Criminal Law in Nevada

to get felony sealed or exponged

I have been teaching tennis for over 15 years in california, alaska and now in las vegas, nevada and in order to teach children you need to have a sherrifs card. Well after getting printed, paying a fee and having pictures I had my temporary card. After 2 to 3 months I could go back to the police depart.and I could pick up my card. On july 2nd 2008 when I went to turn in old and pick up new card. They said they would not issue because of a felony on record some 21 years ago, since then no run in with law but may be a few speeding tickets over the years. Happily married with 6 children . Just would like to know what I need to do in order to recieve my sherrifs card in order to teach part-time at the lowest possible cost.
