In 2000 i was deemed habitual.I have completed all requirements for reinstatement but must be decertified.Do i now have to wait, after being decertified, the time added on due to status (4 years) before i can get my license back or would it have started at time of judgement.

If you have completed all the requirements, you should be able to petition for decertification now. Until you are officially decertified, however, you will remain a habitual offender and until your license is formally reinstated, you will remain under suspension.
