right to take children out of country for extended amt. of time

I am legally divorced and have full physical custudy of my 2 children aged 3 and 5. Do I have to get permission from my ex-husband to take them to Ireland for 1-8 months. My fiancee and I want to live there while he completes a work assignment and I work. Both children would be enrolled in school in Ireland. My ex-husband says he can get me for kidnapping if I go without his permission. If this is true is there anyway I can circumvent him (i.e. special permission from judge, etc.)? Thank You.
