Legal Question in Business Law in New Jersey

My son works in a body shop - due to the flooding caused by Hurricane Irene in the shop where he works he lost many of his own personal tools - about $8,000 worth. Was told that all but $1,000 would be replaced by shop's insurance. Tools were replaced - now he is being told that they don't have flood insurance and he has to pay them back for the tools that were replaced.

Shouldn't they be covered by the shop's business or liability insurance even if they don't have flood insurance? He can not afford to pay back the money for these tools although he needs them to work. What are his legal rights or doesn't he have any?

That does not sound right. They replaced the tools, told him it was free to him, and now want money? That does not sound right.
