Legal Question in Construction Law in New Jersey

i have hired a contractor in nj for the complete work in written agreement for $20000 its been 2 monts not and they have stopped work saying that give me the remaining balance of $5k then they will start work , they already got $15000 and they have taken all cash says i do not take check ..but i have signed paper that they have got money.
now i just found that even the work they have done its not even 40% complete according to the agreement..and roof is still leacking after they have repair the roof and all drop celing they put wet..i want to know what can i do to this contractor , as i am totally mad on this contractor and he[pless..how the law can help me?
