Legal Question in Credit and Debt Law in New Jersey

Credit card that I did NOT apply for

I just received a credit from my bank which I did not apply for. Upon investigating, I found out that the bank also opennd a seperate line of credit for me, also without my permission. Is this against the law? Is it considered identity theft? What can I do to prevent similar situation from happening again?
