My sister is using my deceased mother's credit cards, to whom do I report this fraud?

Good God! Are you sure that you can not get your sister to stop by telling her that it is wrong and she should not? Do you need to get her arrested?

Well, if you reallly do need to, then you do it. Your sister is doing something wrong, criminal and fraudulent.

You can report it to the local police department in the Town she lives in, and you can take other steps as well, such as notifying the credit card company.

Someone needs to gather up your mother's property, whatever it is, and distribute it to the people who are supposed to get it.

And having your sister steal by using the credit cards will likely leave less money to go to the people who should get it.
