Criminal Mischief and Burglary charges

I have been charged with Burglary (although nothing was stolen), Criminal Mischief. I have signed a confession to it. At my arraignement, the judge did not allow me a Public Defender. The detectives say these charges can be downgraded to a non criminal offense, and it is my 1st offense. If I can't afford an attorney, what can I expect at my pre indictement hearing? Can I apply for the PTI program? Can the judge allow a lesser charge if I show up with no representation? What can I do to not go to jail, and lessen the charges without a lawyer?
