Employee Access to Medical Tools

As an employee (''Technician'') of a medical institution (Veterinary clinic), is it illegal for me (a minor) to possess a hypodermic needle/syringe (with no intent of usage for the administration of a controlled substance) outside of work?

I see no reason why you would need it, thus a cop will probably charge you for it.

If you are not working possessing a hypodermic needle is going to expose you to the possibility of being arrested and charged which brings a lot of inconvenience and expense even if the charge later dismissed.
