Can a judge sign a green sheet or complaint before being sworn before...?

The "Green Sheet" complaint is prepared by the police officer issuing the complaint, and he also can sign it. You would need to provide me with more details regarding this specific case before I can give you a definite answer, but in general if the complaint is signed by the police officer or a judge, it is a valid complaint.
