Laws Around Adolescent Vandalism

My 12 yr old son & friends were throwing small rocks & a neighbor complained that damage was done to their car parked on the street. They wanted to call the police, but I told them to just get an estimate. There was no visible damage. Nothing was ever mentioned again. Now 6 months later a note and $1000 estimate were left in our mailbox. What is the statutue of limitations? There was no police report and no other families were called about the incident. What legal rights do we have?

Here's the problem. If you pay them, without any type of settlement, they can always hit you up for more money. Furthermore, just because you pay them, does not mean that can't file a complaint. However, if you don't pay them, they may go to the police anyway.
