Legal Question in Criminal Law in New Jersey

Hi and thank you.

A New Jersey paper last week published news that a crack user convict can have a sentence reduction and that it should be filed with the judge. Exactly how do we go about this? Does our prisoner have to file himself or can the family help?

I know that there is a federal commission reviewing crack conviction sentences. Is it a federal or a state crack conviction and if it is a state conviction which state is it?

A motion can be filed on behalf of the person convicted and serving a sentence.
